What is liquid talc?

Bubs has had a sore neck from being hot I think, got some liquid talc to try on it coz you aren't supposed to use powdered talc..but was thinking, I want it to be dry right? liquid talc isn't dry!...what actually is it? does it do the same job as talc? the packaging doesn't exactly say.

Its dries on the skin once its rubbed in and feels like talc does if you know what i mean. All the benefits of talc without the powderyness.

I like using cornflour instead, as there have been questions raised over the safety of talc over the years. I just use a dab of it on my finger to stop it getting breathed in.
