What can I do if I don't receive goods ordered online?

In August I ordered some items from an online shop, as they're being delivered to France I expected it to take about 10 days, items were despatched 5th August. After 2 weeks and having not received anything I contacted the company, was told UK had strike action so items might be delayed but they should be with me soon.

Have still not received anything and contacted the company a few times, all they've done so far is request my delivery address so they can look into it but not heard anything back.

I just sent an email asking when I will receive my goods and that if they're not here within a week I'd like a refund.

Not outing the company on here yet until I hear the response or whatever but... what are my rights? If they don't deliver or don't issue refund who can I complain to?
