Any idea what to expect?

Hi all, I am currently 39 weeks with my third child. For the past 3 weeks I have been dilated to 2 cm, but she hasn't dropped at all. Earlier today, I began having contraction, and when they were 5 minutes apart, we went to l&d. The nurse camin in to check my cervix and had a hard time doing so because my cervix and the baby are still so high. I stayed hooked to the monitors for a few hours and then the contractions tapered off. I didn't dilate anymore, and the baby didn't drop. Is this normal? Could it because the baby is still so high up? I go to my OB in the mornin, but any thoughts on what to expect would be great.
