Sorry about the crappy situation you're in. Unfortunately people like this take a lot of shutting up. If the police are regularly coming to see them and they are getting complaints from neighbours but still don't shut up then it really does indicate that these people don't give a toss about upsetting other people or getting into trouble. I think if I were in your position (and the noise team intervention doesn't work) I might consider giving my landlord my notice and find somewhere else to live. I know it sounds crap and in some ways it is giving up, but then I think it's just being realistic. I've had bad neighbours in the past and they never did change, no matter how much complaining I or anyone else did.

phone noise pollution people from the council, if they turn music down then up again as soon as the police leave, phone them again, and again and again.

Find a way to record it so that if they do turn it down when they see people coming then you can prove they are being anti-social.

the noise pollution people ( i think) have the power to take away the source of the noise, ( they threatened to when they where called to my birthday party that got a little to noisey )

complain enough to annoy the council, then complain some more! you can have the recorded sounds to prove they are being anti-social so you have the right to complain! ( plus the council would prefare to deal with the people with the music quickly than annoyed neighbours that will pester them, as the neighbours are not really annoying them in 1st place )
