shoes. please help me

My daughter (19 months old) has been walking for almost 4 months, but has very small feet (size 2.5) so is still in her cruisers. I need to get her shoes as she is walking outside everywhere now, but am struggling to find shoes small enough. I really want to get them from a shop rather than online so they can check the fit. I live in north London/hertfordshire but am happy to travel for shoes small enough (and a good selection)
Any ideas?
