Finger foods - eating vs playing

Poppy has had finger foods for about 2 weeks now. She puts them to her mouth and does suck/chew and bits do break off which she swallows. However she in no way has a substantial amount and plays with them (chucking them around!) more than eats - how on earth am I mean to help her move toward properley eating them?! Like how on earth do I get her onto sandwiches!
