almost four month old with constantly runny nose

My baby is almost four months old (wow!) and since birth has always had a really runny nose or a really congested nose (I could hear there was stuff in there but it wasn't running out). Does anyone know why this may be or if she needs to see a doctor about it? I have to wipe her nose countless times a day and when she cries she gets huge snot bubbles or big globs of snot. Sometimes there's a tiny bit of blood in it.

I have noticed since she was born that she seems to have very small inner nostrils, there's lots of cartillage(?) in there making them v small. Is this a problem?

Any other symptoms? Mine had milk allergy and had constant runny nose but also had loose stool and spit up. Not sure
 
She's already on Neocate, if it was down to allergy should that have sorted it do you think? Xx
 
You would think so. Unless she allergic to it all. Might try goats milk with vitamin drops. Or it could be enviromental. Soaps, perfumes. Its certainly not normal for constant runny nose. Might ask dr about it. Hope it gets better.
