Belly button question!

Willow's cord has recently fallen off..
it become a little "gooey" on the inside
and sometimes its like crusted around the opening of the belly button and itll be so much its closed ..

ive been cleaning it out .. (it is ok to clean out right?)
but is there a proper way of cleaning it out ..
what i can and cannot use to clean it out?

We were told by our MW not to touch it, but advice is so conflicting. It may be worth speaking to your MW/HV and mention thats its a little gooey?
