This may be silly but i just came across this!

If european car seats dont have chest clips, how do you secure the baby??

UK car seats have a 3 or 5 point harness and a single clip that is positioned between the legs.

UK legislation is that the buckle/straps should be able to be released in one movement with one hand

The harness is enough to secure the baby

You can buy them seperately if you want. Although not needed for babies, my dd is an escape artist, so has come in handy for her
