CD21 bloods, what should LH and FSH be? 1:1?

this graph suggests LH should be higher than FSH possibly 2:1. i ask because last year, docs took blood cd21 to check ovulation had occurred which it had and then they referred me for a scan because my LH was higher than FSH

EDIT: i am having normal periods every 28 days, and i ovulate on cd15 every month.
