Cooled boiled water?

My LO is 4 weeks old today and since 2 weeks at 8pm she will start to get very upset and cry for about 2 hours. The only thing I've found helps is an ounce of cooled boiled water and then to be rocked until she falls asleep. But my midwife told me not to give my baby water. Can I really not do that??? And is it ok to do it every night?
