Hard low down cerix. Is that normal?

For the past week or so my cervix has been really low down like within an inch of finger/penis being inside you can feel it and it hard. Also when baby moves head or hands (shes head down) i feel it really low down, asthough shes coming out my hoo haa. Is this normal? Xx
