Girls, I didn't know where to put this but ..

I'm handing in my thesis today and I need to translate the title from Icelandic to English. Can anyone help?

If I translate it directly it sounds terrible. It's about the EU's effect on the number of women parliamentarians and also on if words speak louder than action, sort of

Ok, direct translation from Icelandic:

Action or "all talk" (can't find a word for that)? The European Union's effect on the number of women parliamentarians.

So please, any ideas? Sorry for being stupid, I'm just so nervous and hormonal I'm about to burst I think.
