Need help getting DD2 to bed early

DD2 is fed on demand. She's a snacker and will rarely take more than 3-4oz at a time. Sometimes she will only take a bit but will take a breastfeed as well and sometimes she will suckle on me in between feeds.
She refuses to take a dummy so the only way to comfort her is for me to let her suckle on my boob.

Of course all this doesn't help with routines.

I can't see how to do the bedtime routine. Sometimes she will have a feed around 7 and want to sleep, but most of the time due to demand feeding she won't be hungry, she will be too awake and just want to play until 9 or something!

Makes bath, bottle and bed routine impossible

She's 3 months next week. What do i do? Her routine is all messed up!

Both my babies day and fed too but I am a stickler for a routine so make sure one was in place early on! Do you think you could maybe begin a routine and let her get used to that? My 10 week old sometimes doesn't want to go down but instead I still turn off the lights, minimum interaction just so she knows playtime has come to an end.
