Progesterone, Ovulation, and Egg Quality

Hello all
My progesterone levels this cycle was only 7, last cycle in clomid I had a 16 progesterone level and I conceived and lost the pregnancy.

My Dr said that a 3 indicated ovulation

So my question is does a lower progesterone number show or cause lower egg quality /lower chance of conception? Or does it affect the potential pregnancy?

Orr does it only indicate whether ovulation occured?
