3 month old not vocal?

Isobel is just not a vocal baby, and I'm worrying. She is three months, she smiles, she will even full on giggle and sometimes although its rare she laughs hysterically. But it hard to get her to coo. And she rarely does.. I mean I can probably count on two hands the amount of coos I've gotten from her. I will coo at her like "ahhh" and she will open her mouth and try sometimes, sometimes she gets it, but most times she opens her mouth and gets irritated she can't, then after a few tries she will be so frustrated she starts to cry.

Should I worry? She has her 4 month visit in 3 weeks m, should I mention it?
 
Hello, I see you are in America. Do they do newborn hearing screening ? May be worth having a hearing test. Although some babies are quieter than others, they should react to noises and voices.

Although as mummies think we do worry more than anyone else !

She passed her newborn test with flying colors. She startles to loud noises, looks toward noises, and watches me when I talk to her.

On the upside today she got might mad at her hanging duck stuffy and yelled once, first noise she's made in 2 days that wasn't crying or giggling.
