I hope I am not out of line saying this but I do not think the way for a competition admin to deal with suspected (unconfirmed) vote-rigging is by rigging the votes yourself.

My advice would be try your best to confirm that this person is cheating. If you cannot find proof, you should give her the benefit of the doubt. If you do find proof, you should disqualify her entry and award the prize to the second-highest unrigged total.
