Any good at editing photos?

I want this photo printing for my other halfs 21st birthday on saturday EEK!

But want to lose the dirty marks on it, it was taken when in the photo frame!

If you could, please contact me more than appreciated!
I know some people ask for money to do it, Im willing to pay a small fee

It looks like it was taken through glass and there's a pattern on an opposite wall to me
