Bottle warmer question.

Just trying get my head round feeding by LO when he decides to make an appearance (pleeeeeease be soon haha) anyway I've got the tommee tippee set which has a bottle warmer. Now ano guidelines suggest that you make bottles up as you need them, however ano that this might not be possible all the time. I've read that adding formula to boiled water above 70 degrees is what is needed to stop bacteria. However I'm confused when it comes to using the bottle warmer, cause surely adding the formula to pre boiled water (gone cool) and then using the bottle warmer to warm it up isn't stopping possible bacteria?
So my question is how do you use a bottle warmer safely? Or am I just over thinking it?
 
We add the formula to just boiled water to kill the bacteria, rapid cool by putting the bottles in the sink, put them all in the fridge and then when needed take out and warm a little in the bottle warmer.
 
I premake 4 bottles at a time as thats how many my steriliser takes then put them straight in the fridge and we put them in the bottle warmer when we need them. Ive read that your not meant to do this really but its what we've always done and my baby has been fine! :)
