First of all. Ovulation days vary greatly from each person. It could be possible that that is you ovulation day but you'll have to do some charting and testing to be sure.
For example, my natural (when not on ovulation medication) ovulation day is anywhere from Day 19-23.
ANYWAY, how are you checking cervical fluid? If you are only checking it on toilet paper, you might be able to see it if it is watery. Usually, the best way to check it is to stick your finger up in there and see what you get. If your finger is wet by any means, then you have cervical mucus production. If you are talking about egg white cervical mucus. Some people get it, some don't. I get it once in a blue moon but it doesn't mean anything is wrong. We're just all different. Either way, I wouldnt go by cervical mucus alone to detect ovulation, its not very reliable.
I suggest using OPKs and/or charting to help figure that all out
