Contact an adminstrator to change my settings?

I would like to post a ticker, but when I paste the code then preview, all I can see is the gobbledegook code. Im guessing its because some of my settings are set to 'no'?

Allow HTML No
Allow HTML BB Code No
Can Upload Images for Signature No
Can Upload Animated GIF for Signature No

Please can these be changed to allow me to post a ticker?

Paste the code. You need to use the image png/gif code and
