In the US at least they are always by the pharmacy counter with the diabetic supplies. It's such a simple test I cannot believe the doctors you saw didn't just check. When I worked as an EMT we did them on any patient with altered mental status and as an EMT (which is a very basic provider, I wasn't even a medic) even I was allowed to perform glucose checks. I don't know how brace you are feeling, but before they invented glucose monitors, doctors tested for Diabetes by tasting the urine as diabetics will have sweet tasting urine BUT hopefully you can just get a doctor to listen to reason and check him.
