Does high blood pressure always lead to pre-eclampsia?

My blood pressure was borderline 140/90 at my check up so I've been told to cut out all salt from my diet and monitor it twice a week. It's dropped slightly but still worrying to the doctors, they've put me on low dose aspirin too. Has anyone been successful at getting blood pressure down with diet and aspirin?
 
You can have gestational Hypertension without pre eclampsia. I have it for the 3rd time. Diet has never helped as I get it in the last month or so and have been told it's related to the placenta. Rest helps lots. There are also some medications that they can try.
Your gestation when the high bp develops can also influence the result. Earlier on, you are more.likely to go on to develop pre-e.
