Does rooting always mean hunger?

My baby is almost 3 weeks old and is 1 lb over birth weight growing really well. Lately she has been nursing shorter and coming off. If j force her back on, she screams and cries. However she does keep rooting. I hear her swallow and is also tried switching sides so I don't think it's a flow problem. I think she is done nursing for the moment.
But why keep rooting?
 
Possibly oversupply/forceful let down. She may be hungry but unable to handle the volume of milk she's getting.

With my LO, I started feeding him in a side-lying position every time. That has helped. It also may help to block feed (staying on one breast over a 2-3 hour period).
 
Sometimes they root because of wind too. The forceful flow thing makes sense too though.
