I can't post in toddler section + notify answers

Hi!
I notice that I can't post in toddler section.
Why? Are there any restrictions because I'm new? I tried to read the rule, but I didn't find anything about this (remember that I'm italian and I don't have a good knowledge of english, so it is also probabily that I didn't understand what I've read ).
Is there the possibility to receive an email every time someone answers to my posts?

You can subscribe to any thread by using the 'thread tools' available at the top of each open discussion.

You need to set your preferences on how you are alerted through your usercp.
