VBAC question after two sections?

I posted this in baby club but suggested I post here.

My sister has just found out she is pregnant with her 3rd baby. She had two c sections in just about a year of each other about 5 years ago. She is concerned about the risks involved with another c section and if they would let her have VBAC - would this be less risky. Have any of you ladies had 3 sections or VBAC after 2 sections?

Any experiences or advice would be help?
