Waiting for the keys for my new house!

We've been waiting 2 hours now in an empty flat with nothing to do and nowhere to go! Is this even normal? They said it would be about midday and we were all ready at 11.30. I think the removal men will start charging us more soon too as they are waiting outside the new place. My excitement has worn off now and I'm getting pissed off instead!
