What does 31/34 mean in sock size

Hi, my lo is going through a big growth spurt and I really needs to get him socks. I've seen lovely George socks but the size just says 31/34, I don't know what that means.

I'm not 100% sure but it could be European sizes which would be UK kids shoe size 12-2.5
