What does upper ground floor mean?

I am looking for places to rent but have a fear of living on the ground floor or in a split level house/flat on my own (not sure why?).

There is a lovely flat advertised right where there is transport, shops, hospital etc. It says upper ground floor, does that mean the bottom floor or the second floor? x
 
Alot of london places especialy if they are on a hill will have what is basicly a basement and a street level, both normaly have street level entrances so you get lower ground level and upper ground level.
Most of the time you cant tell its a besment design because of the hill so it gets just as many windows as the street level rooms.
It could also mean the ground floor and first floor both have street level entrances.
so there is no way to say for sore which it is without seeng it..

It could be ground level with a basement floor or it could be a first floor with street entrance.

This is a typical split level, the door where the steps is leading up is classed as the upper ground and the one at the bottom where the windows sink lower is lower ground.

I keep visioning there are two floor level underground.
 
I think it means half stairs. (aka one flight of stairs up)
