What is this rash?!?

I've been Dr's already this morning - was only on my arms and hands at the time and he put it down to a reaction to soap or something (I was sceptical because I haven't changed anything and have never had something like this before). Anyways, its now ALL OVER my legs and knees, feet and is itching like hell. It's worse than this pic as I took this first thing this morning.

I've been given steroid cream but unsure whether to use it??

Anyone had anything similar?

It looks a little like the heat rash I get this time of year, I overheat at night but find it too cold while falling asleep to have a thinner duvet. I have eczema though so extra sensitive to some things. It could be worth trying an anti allergy tablet too?
