What program do you use to make banners like the one i have? Like what is the kits called and such? I know you most likely use photoshop but with what?

Aw thanks so i would search google for "free baby banner digital kits"? Or is it scrapbooks stuff? I just wondered to make my own for another site (the other site the banner size needs smaller) Is why i ask how to build my own
