11 month old still having lots of milk

My lo will be 1 in 3 weeks. She's still drinking lots of formula. She has 7 oz around 8 am (breakfast about 7 am), 6 oz of cows milk around 2 pm (changed from formula a couple of days ago), 9 oz before bed and 7 oz during the night (times vary). She doesn't eat much breakfast, maybe 4 or 5 cookie crisps or something (we do blw). She's ok with lunch and normally has a couple of crisps, a third of toast, quarter of pear and a few cheese cubes (I know not great but I think that's enough for her as she's always had a small appetite). Dinner she only has a couple of bites unless I give her chips (she'd eat loads of those if she was allowed). She's still relying very heavily on her milk. I've tried to change her afternoon bottle to get her having more dinner (she was having 7 oz of formula) but it doesn't seem to be working. I don't know how to get her to eat more. Surely she shouldn't be having so much formula now. I always do food then milk so she can't fill up on milk but she seems to hold out for the milk now. She'll moan when I give her breakfast until she gets her milk. What can I do to encourage her to eat more food? She's very good at actually feeding herself so that's not a problem.
 
DD was on 4 bottles for quite a while after her birthday. She was BLW so she did rely primarily on milk as well, she switched when she was ready but even when she was 3, she still had 2 bottles (sippy cups of milk).
 
My daughter is 13 months and still has 3 cups of milk a day (first thing in the morning, afternoon around 2pm and before bed - maybe about 5-6 oz each), which I think is pretty normal for this age. You may see it decrease in the coming months and see her drop a bottle or two, especially the overnight one, as she starts to fill up on food more. A couple things you might try, what about introducing a morning and afternoon snacks, maybe a banana or strawberry slices, some rice cakes with peanut butter, crackers with cheese, a few biscuits, etc.? Also, what happens if you offer milk before meals? For instance, if you give her milk first thing when she wakes up and then do breakfast an hour or so later? Will she not eat any food at all? You might find that milk takes the edge off enough that she'll eat more food at a meal. Also, just keep offering her a wide variety of foods. She'll likely surprise you one day and eat something you wouldn't expect and that will reignite her interest in food.
 
Did they keep having formula? Everyone keeps saying she can go on to cows milk soon (which she also loves) but I don't feel comfortable with that because I don't think her nutritional needs are being met by food. I'm going to try giving her milk first. I'm not sure how it will work as she never wakes up really hungry because she has her night feed. It might help to cut down that morning bottle a bit though.
