For me intent is the most important thing. I think that stealing and prostitution are awful but if that is the only way to feed you family then that is completely different to a 'high class' hooker who does it to keep herself in designer clothes.
Also in a less extreme example, smacking children. In general I don't agree with it but there is a world of difference in a women that is at the end of her tether and has tried everything else but does it because she thinks it's for her child's good and someone who does it in order to vent their own frustrations and because it's easier than the naughty step.
