council exchange milton keynes

I never knew trying to get a council exchange is so hard.Im in a 2 bed ground floor flat which is lovely and quiet and not in an estate but its too small for 3 kids and a step daughter so trying to get a move for a 2 bed house (council wont allow bigger as kids not old enough yet) im looking all over milton keynes,northamptonshire,oxfordshire and bedfordshire and no luck.Im so depressed
