Dairy Intolerance?

I'm not sure what is going on with DD, but this morning she woke up covered in red splotches. She has had a mild case of eczema since she was a few weeks old.. She is a little bit gassy, but nothing extreme.. Would a dairy intolerance (or any other intolerance or allergy) cause the blotchiness on her skin? I haven't eaten anything different.. Any experience?
