Does anyone know if I can use a rent statement as part of my DBS ID?

I have my birth certificate, and a council tax statement but all other stated forms I can use (utility bill, housing benefit letter, Tax credits) are All just over three months old, so I don't think they'll be acceptable.

My passport has just expired and I don't have a drivers licence

I dont think you can, but you could always ask one of your utility companies to send you out a new bill thats what I did as mine were over the 3 month period as well
