Ear defenders?

What age does a toddler not need ear defenders for a fireworks display? I've tried to search it and it's just vague and says put ear defenders on your baby/toddler.

We took my daughter to fireworks last year at 18 months and she didn't have any. We just made sure she had a hat on and her hood up to slightly muffle the noise.
