Getting a promotion, question!

Basically, I've been at my current job for 3 years now with lots of broken promises, saying I'll get a pay raise multiple times, just getting my hopes up for a better job. I make $9.5/hour (~£6/hour), which totals to about $18,000/year (~£11,500) (which isn't bad, but I've been wanting a raise now for a LONG time).

Anyways, a new girl started a year ago and she right away got $27,000 (~£17,000) off the bat, she also got benefits, health insurance, paid vacation/leave, etc.. I don't get any of that. She was a horrible employee and ended up quitting two weeks ago unexpectedly so her job became available. I quickly forced my way in there and they said they will give me the job. The job position is a salary between $23,000-30,000 (~£14,000-19,000). I have to apply for the job and on the application it asks for a "minimum salary" I AT LEAST want to be making what she was making, so would it be cheeky for me to put $28,000/year? I mean, because really, I would imagine it'd be extremely unfair for me to be doing the same job she was doing and my own job for less than what she was making? Right? They've screwed me over A LOT in the past with promises and pretend pay raises, so I know they are going to want to be giving me $23,000/year because it's a pay raise from what I am originally making!

What do you think? What should I do?

ETA: I'd like to add that the girl who quit two weeks ago and myself have virtually the same qualifications. I even have more college experience than she does!
 
It is a hard one, especially if she's been brought in under a scheme (at my work when they bring graduates in they start at £26K a year instantly where the same people who aren't are on a stupidly low amount) - so she could have been in that sort of position. Regardless I think you need to make it clear to your employer that you won't take that job for anything less than she was on plus you have been there longer and therefore shows you aren't just going to walk out like she did.

Companys can and do take the mick, if they can keep cheap labour on they will do but they need to reward loyal employees - I say stick to your guns and ask for more money
