HELP! How to get my child's lastname changed from his??

I am located in North Carolina

I am wondering where do I start

who do I contact?

what do I say?

I need this man's name off of her name

He signed the birth certificate,but he is known as the non custodial parent

child support was ordered and a arrest order will be made if he does not pay.he has not paid,has not been in her life,even said some harsh things about myself and my baby.mentally disturbed is what he is.He has abandoned my child

There has got to be a way to get him off of her certificate and his lastname off of hers.Will it affect the child support order?

aww hun I have no idea how to go about it I would seek legal advice I think they normally need something serious like child endangerment etc to change without his consent or DNA test proving otherwise good luck xx

I don't think you can if he signed the "acknowledgement of paternity" he signed when the child was born. The only way he can be removed is if a DNA test proves he is not the father.
