Yes my 5 year old daughter first came out with a hives rash (nettle rash) when she was about 2 and a half, usually she would get it once or twice a year usually autumn, we think its a raw mushroom allergy as there are lots about autumn time and that is one of the things she has been near. lots of things can cause hives. my daughter hasnt had a hive reaction in over a year now and i think thats because she now understands not to touch them or go near them and to wash her hands etc but the doctor wont test her so we dont 100% know that was the cause.

hives generally isnt anything to worry about but its very itchy so you would need to give your LO piriton until the hives go.
