How do you make a Sticky?

hoping someone can help, i found a thread that myself and quite a few others would like to be a stciky, does anyone know how to make it or request it to become a sticky?

On other boards I've been on, a sticky thread was only something a mod could do. I would try PMing one of them and see if they could stick the thread for you.
