According to the chart on my test, in the luteal phase, your progesterone should be between 2.50 - 34.00 ng/mL. If it is lower than 1ng/mL, you did not ovulate.
18nmol/L converts to 5.6604 ng/mL. So it looks like your results are kind of low, which is why your doctor probably said "may have ovulated." I'd call your doctor up for a further explanation of this one.
