little bumps on forehead

I've noticed that Evie has little bumps, like pimples under the skin across her forehead and on her hairline, they're not sore or anything more like a rash I would say where you can feel them rather than see them unless you look close, does anybody know what it could be?

Could it be a heat rash? Finley gets this when he's been sleeping on my chest for a while, they usually take a few days to go.
