Potty training HELP!!

HELP!!!! my toddler has taken his nappy off everytime ive put one on for the last 2 hours hes refusing it wear it even when i put clothes over it he strips and takes it off again, hes had 2 little accidents on the floor ,

is he trying to tell me hes wanting to potty train or just going through a phase

Well, it's got to be worth offering him a potty and seeing what happens!
