PPE health and safety advice please

My partner is going on a forklift course through his work this week. The company running the course has sent a letter requesting he bring a high vis jacket with him. My partner has asked his employer to provide a high vis jacket for him as the one in the workshop (which he paid for himself) is damaged and wont do (it was damaged by another employee while working). His employer has ordered the jacket but is refusing to pay for it. If my partner doesnt pay for it his employer is going to be sending the bill to the employee who damaged the old one. Now surely this is not right? A high vis jacket is PPE which he will obviously be needing to wear after the course to drive the forklift at work. Should his employer not be providing this for him?
If any one has any advice i would appreciate it. Thanks
 
If u look on the hse website, I think it states that it is the EMPLOYERS duty to provide adequate PPE...........to guarantee its safe. This belongs to the company. If I was ur oh i would be asking that the other guys pays for it, and then put your Oh Name on it - or just take it home and keep it himself.
 
Yep, employers have a legal duty to provide PPE that is suitable and fits.
