My LO is 7 months old and I am not comparing him to what a 7 month old should be doing at all. But I feel like he is starting to fall behind for his adjusted age too (4 months). Mostly it's because of his head. His doctor says his head is on track for his actual age and the rest of his body is on track for his adjusted age. Case in point, he has a big head for his body! And he is still having problems controlling it. If he's on his belly, he can lift it up great. But if I sit him in his Bumbo seat, he doesn't have great control over his head and it kind of falls backwards and he has a difficult time lifting it up from that position.

I don't know if this is developmental or his head is just that much bigger than his body that he has a problem with the weight of it in certain angles? Can anyone relate?

Well, I think it is normal to have big heads. My LO's head is right on track for his actual age, and his body is small for his adjusted age.

Actual: 2-5% for height and weight, 50% for HC

Adjusted: 8-12% for height and weight, 70% for HC

(or something like that, I don't necessarily remember the details, he just has a giant head).

My LO was not as early as yours, so it may be a little different. I do remember he had really good head control by 4 months, mostly because I took a huge photo collection around that time and he was sitting (assisted) in a lot of them.

I don't think it is anything to worry about though, you could discuss it with your doctor. Preemies just take a little more time to do things.

Also, could it be the angle the bumbo puts their back at? I remember reading somewhere the bumbo puts their back at a certain angle, perhaps it is making it harder for him to hold up his head?

I can relate. My guy is 5.5 months actual, 3 adjusted and is just starting to make some gains it's head control. He is starting to lift his head while on his belly (he used to just cry and face plant) and will hold it up if we carry him in certain positions or put him in his bumbo. But it tilts to one side sometimes or backwards like you said. I just try to work with him every day in different ways. I'm super worried about it though and can't wait for him to get better with it.
