Prometrium prescribed at 9dpiui?

I just got my blood results from my 8dpiui draw, and my progerone was 6.8: the nurse said they like to see over 10 to sustain pregnancy. My question is why are they just now prescribing it a after over a week post IUI?

I meant to add, that was a medicated cycle, 5mg femara and ovidrel. Two follicles were ready (over 20) and one was little.
