Statutory Paternity Pay

I have just had a phone call off DH telling me his work have said they will only pay him £86pw of any SPL he takes but everything I have looked at says he is entitled to £124.88pw or 90% of his average weekly earnings (depending which is lower) does this mean his company HAVE to pay him the £124.88 or can they actually just pay him what they want??
 
Providing he meets the qualifying conditions and the £124.88 is the lower of the two amounts, I can't see how they can get away with paying him less. I'm assuming he has been working for the company long enough to qualify.

have a look here https://www.hmrc.gov.uk/calcs/sppb.htm. You should be able to calculate for yourself what the Inland Revenue say he should get based on a few guesstimates
