Hi,
This problem can be caused due to overwork of your body like exercise then you may notice small red dots on skin, this happens as blood vessels get damaged from exhausting activities and collect beneath your skin. My suggestion is apply fresh and pure aleovera gel after every 30 minutes, otherwise consult with skin specialist.
 
Looks to me like it could be an allergic reaction.
 
Is it itchy? have some piriton c if it shifts it :)
