What toys to bring for beach vacation?

We leave in a few days for Kauai Hawaii for a two week vacation. I'm a bit stressed about what to bring for Isla to do on the flight. She is 11 months and is very, very busy and active, she literally never stops moving. I have no idea how we are going to keep her occupied on our laps for the 7 hr flight! We obviously don't have tons of room for packing toys so I need something that she can play with both on the plane and on the beach. I am thinking her stacking cups and a few books and teething toys. Any other suggestions? She as flown three times before but nothing longer than 4 hrs, and she wasn't mobile when we have flown before.
